"Certified Organic" and "Certified Disease-Free" Are Not the Same Thing
Every winter a version of the same message turns up: I found certified organic strawberry plants — does that mean they're clean?
No. And the gap between those two ideas is where a lot of money and a lot of seasons get lost.
"Certified organic" and "certified disease-free" are separate certifications, administered by separate programs, testing for entirely different things. A plant can carry one, both, or neither. Plenty of nursery listings run the two phrases together in a way that implies they travel as a set. They don't.
Here's what each actually means.
What "certified organic" covers
Organic certification is a production-method certification, run under the USDA National Organic Program. It describes how the plant was grown — what went into the soil, what was sprayed, what the operation's system plan says. It makes no claim whatsoever about whether the plant is carrying a pathogen.
For berries, there's a wrinkle most people miss, and it's worth understanding because it changes what the label is telling you.
Under NOP §205.2, a strawberry crown, a raspberry cane, and a blackberry plant are planting stock — defined as "any plant or plant tissue other than annual seedlings, including rhizomes, shoots, leaf or stem cuttings, roots, or tubers." They are not annual seedlings. That distinction drives the rules that follow.
- §205.204(a)(1) — certified operations are required to use organic seed, seedlings, and planting stock.
- §205.204(a)(2) — non-organic planting stock may be used only when an equivalent organic version is not commercially available, meaning not obtainable in appropriate form, quality, or quantity. Notably, price is not a valid reason. A grower can't opt out because the organic stock costs more.
- §205.204(a)(4) — this is the one that surprises people. Non-organic planting stock used to produce a perennial crop may be sold, labeled, or represented as organic planting stock after twelve months of organic management.
Read that last one again. A berry plant sold to you as certified organic may have begun as conventional stock that has since spent a year under an organic system plan. That is entirely legitimate and above board — it's the rule working as written. But it means "certified organic" is telling you about the last twelve months of management, not about the plant's genetic or pathogen history.
CCOF has written about how constrained organic strawberry planting stock supply still is, and certified growers have to document a good-faith annual search before falling back to conventional stock. Which tells you something about how thin the genuinely organic-from-the-start supply actually is.
What "certified disease-free" covers
This is a plant health certification, and it's a completely different apparatus — state nursery inspection programs, virus indexing, tissue culture foundation stock. It tests whether the plant is carrying specific pathogens. It says nothing about whether anything synthetic was used to get it there.
For berries this matters more than almost anything else you'll decide, because the diseases that ruin a planting mostly arrive on the plants, not from your soil.
Anthracnose crown rot (Colletotrichum gloeosporioides) is the clearest case. Penn State is direct that the primary source is infected nursery stock. Plugs fail to establish, then collapse in the first warm spell, and when you cut a crown it's reddish-brown inside. There was nothing wrong with your bed.
Raspberry viruses are worse, because there is no recovery. Minnesota Extension puts it plainly: viruses "can be readily transmitted into a planting through infected plants, and there is no way to cure them." Their standing advice is to order certified virus-free plants in winter. Not organic plants. Certified virus-free plants. Those are different words on purpose.
Orange rust in brambles is systemic — once a plant has it, digging it out is the only option. And in a detail that should make everyone more careful rather than less, NC State's Rubus portal has reported nursery shipments arriving infected, including plants of the supposedly resistant Apache cultivar. Certification programs are a floor, not a guarantee, and even the floor is worth having.
So which one should you care about?
Both, for different reasons, and it's worth being honest about which is doing the work.
If your goal is a berry patch that survives past year two, certified disease-free is the one that protects the planting. Red stele, Verticillium, anthracnose, and the raspberry viruses are all things you cannot spray your way out of afterward, organic or otherwise. Clean stock is the single highest-leverage decision in the whole process.
If your goal is growing without synthetic inputs — and if you're reading this, it probably is — certified organic is the one that matches your system. There's also a practical argument beyond principle: if you ever intend to sell, even at a farmers market, starting with organic planting stock keeps that door open. Starting with conventional stock means waiting out the twelve months before those perennials count as organic planting stock at all.
The nurseries worth buying from hold both, and say so separately rather than blurring them into one marketing phrase.
What to actually ask before you order
A short list, and you can get through it in one email:
- Is this stock certified organic, and by which certifier? A real answer names the agency — CCOF, Oregon Tilth, MOSA. A vague "we grow organically" is a no.
- Is it certified disease-free or virus-indexed, and under which program? Ask separately. If the answer conflates the two, that tells you what you need to know.
- Bare-root or plug, and what's the crown diameter? Plugs should be at 3–5 true leaves and at least 1 cm crown diameter.
- What's the shipping window for my zone? Bare-root frigo stock has a 5–6 month storage limit and typically runs out around June.
- What's the cultivar's chill requirement? This is the one nobody asks, and it's why a Triple Crown blackberry (~800 chill hours) fails in Zone 9 while Prime-Ark Freedom (~100) doesn't. See the chill hour reference.
For certified organic berry transplants specifically, there is a small number of US nurseries doing this properly. The short version
Organic certification tells you how the plant was grown. Disease certification tells you what the plant is carrying. Neither substitutes for the other, and a nursery that treats them as interchangeable either doesn't understand the distinction or is hoping you don't.
Ask both questions. The plants are cheap; the season isn't.
